-- reloaded and we have another huge batch of rain trying to come in our direction later tonight. first stop, the local live radar. you can see much of the area in this has let up and there are a lot of warnings and watches on there. there were stronger thunderstorms to the west and those have weakened, they're moving to the north rapidly in about 30 miles per hour and down to our south. look at that area south of fredericksburg. all of that is moving from south to north and heading in this direction. you will get a better idea of what i'm talking about when we look at true view. there is a wider picture there and there is one more area of low pressure, which we believe is a remnant low that is tropical storm nicole and that is getting ready to push ashore in wilmington and that is going to ride up the 95 coor door again -- corridor again and bring us additional rain and i'm talking about an additional one to three inches of rain later tonight and imbedded in that stretch of moisture. we could have some thunderstorms, which could rotate.

first and foremost, we had a lot of flooding and the flash flood warning has just been expanded. it now goes until 10:45 and this is for most of our area, but it does not include the district of columbia, prince georges county or charles. that is because you haven't had as much rain as everyone else, but we'll let you know if you get added to that. in addition to the flash flood warning, which, by the way, means flooding is occurring in many of the areas, we have a tornado watch. earlier today, there were some spinning thunderstorms. we have no reports of touchdowns but the tornado watch goes until 7:00. that is not for the whole area, though, but it includes prince georges county, ann arundel, calvert, charles and saint maries and points to the south and east from there. the reason that you're included in that is because there is a front right along there and we believe that the best access of that tropical moisture is going to reid up and along the areas. yes, you're going to get the heavy rain and also the

possibility of thunderstorms that could get weak tornados. how much rain have we had around the region? in general, the farther west you g the lighter amounts we have had, a 2- to four-inch in the area and we have had a real jackpot, along and west of the chesa peek bay with annapolis reporting from 4 to 8 inches of rain and more on the way. do what you can to prepare now. i'll have an outlook of timing for later tonight and we'll look ahead to drier days. they're in the forecast, brian, and we could use them. >> the high water creating dangerous situations in some spots n. annandale, the water poured over tobin road, trapping one person in the car and that driver managed to get out safely. they covered brownsville road and vienna. water is spilling some of the streets there and bob barnard continues live in a napis is -- annapolis and what

is happening where you are. >> reporter: the water is rising and they expecting more and perhaps the mostence is hurricane isabel. the water is up and the water is high and they're expecting it's getting higher perhaps as we go to the left here and you will see some completely over this wall and into that street where there is water right now. the people who have lied through this in the past say some of the water is the sewer overflowing and we're heading here to talk to mr. storm who has, for three decades, owned an ice cream shop here and mr. storm is here. we have sand bags but you're concerned. you think the water could go over the bags, right? >> reporter: a little worried about it and we have seven more hours to go before high tide. we're nervous. >> and you don't think that is

enough? and in the city, we talked to the mayor and they expecting the second batch of sand bags and you were saying you're screaming to the police earlier, bring more sand bags. >> right. >> and you don't think that you have enough already? >> reporter: think we're going to be -- the mayor, this mayor is far better than the previous one and this guy is working harder to get him to us. i think i'll have enough by the time the time comes, by the time it's up there, i think i will have enough. i'm optimistic now. >> you're expecting the worse flooding in seven years? >> since isabel, yes. lord willing it won't be that bad. right now, we'll wait and see and sit it out. >> good luck, mr. storm. >> thank you. >> and his business and others along here are closed and high tide is expected at 7:30. i'm on the sidewalk going to the curb and show them to the left here, other businesses put sandbags and these shops are

closed right now and others have been able to stay open and we have seen every 15 minutes or so another group of mid- shipment from the nearby naval academy jog through and there is more rain coming through and high tide at 11:30 and so, we haven't seen the worse of it yet. >> is the city trying to make more sandbags available to businesses and home owners? >> they have. we spoke to the mayor, at 6:00, they're going to have a second batch. they had a big trailer full and went like that. some of the businesses have them and i will let you go to the right here and to show you. this is underwater and mr. storm said he was mark, the water was rising -- he was measuring, the water was rising every half hour. do the math.

if this continues with the wind blowing, more rain coming, high tide at 11:30 tonight and -- >> all right, bob barnard, thank you very much for the information live from annapolis. investigators trying to determine whether the rain was partly to blame for metro bus crash that injured 8 students this morning and they were on the way to montgomery blair high school when it happened after 7 and one bus slammed into the back of another. the principal said that the injuries were not serious and the school's staff to the got a look at what happened. >> the staff here including an assistant principal and team were present. >> the parents were calm. we have not talked to the students and allowed them to be transported to the hospital for an investigation and the check. >> the injuries were mostly bumps and bruises and two others were unhurt and walked to school where that were checked out to make sure. we're following a

developing story in georgetown. the hunt is on right now for four suspects. this happened in front of the bb&t bank at wisconsin avenue and o street. wisdom martin is live with the latest. wisdom? >> reporter: police got the call before 2:30 this afternoon in georgetown and here at the bb&t bank. the truck was parked in front of the bank. we're told that four suspects and a black dodge magnum pulled up in front of the car and opened the door and got out rock the guards. one of the suspect his a weapon, ran up to one of the guards, had a gun, pointed it to the neck, there was a struggle, took the guard's gun, took the money and got back in the car and all four drove off and we're told that the suspect with the gun and the others had on gray hoods and something covering their faces and a short time ago, we had a chance to talk to the police about

this. >> well, that is very concerning. this is a very brazen act in broad daylight, as you can see and this is a heavily travelled area with foot and vehicular traffic and this is pretty brazen. >> reporter: there are's number of cameras in the area. police are in the process of look at the cameras to see if any of this was caught on video and was told 45 minutes to an hour ago, they found the car and did not find the suspects and they still searching for the suspect at this time. the good news is that there were no injuries. back to you. >> we'll have more on fox 5 news at 10. one of metra board members was hurt trying to catch a train today. bill yule is the metro board member and the mayor of alexandrea. he flipped on the platform. he reportedly now has ligament damage and a kneecap out of place and will require surgery.

there are new questions about the safety of highway overpasses in our area after the charter bus went off and i- 270 overpass last night. turns out that a government report, specifically up in baltimore recently, called for better designs as far back as six years ago. tom fitzgerald is in the newsroom with more. >> reporter: this afternoon, the montgomery county police released the 911 calls and as this gets underway, traffic safety experts are calling for new barriers to be installed. 911 callers detail the early minutes of the bus cast is or the i-270 spur. >> a camper or a bus went over the bridge above it and landed on 270 north. >> a commuter bus hit the guard rail and slipped off of the hov overpass on the 70. >> reporter: while highway overpasses are vital parts, traffic safety experts say they

need to be made safer. >> this is what we're warning about. >> reporter: john townsend of aaa said higher barriers and re- enforced fencing are needed to keep vehicles from plunges off of overpass gees. this is a great concern and will remain a concern will come until they're heightened and strengthened. there is a recommendation that they could be razed as high as 54-inches and this will prevent them from going over. >> reporter: february 2008, thousands were stranded on the springfield interchange flyovers when ice storms froze the overpasses, causing a ripple effect of accidents. in april of 2006, a man was killed when a tractor-trailer overturned on the i-270 spur and the load of wood fell down on to the outer loop of the beltway and land ing on a car and in january 2004, four people were killed when a tanker truck carrying flammable liquids plunged off an overpass

on interstate i-95 near baltimore and landed on i-95 and exploding in the process. >> you see all of these situations not improved and because of budget restraints, chances are they won't be improved. >> reporter: the national transportation safety board's report on the 2004 baltimore tanker truck crash cited the success area cause of the disaster as an outdated design. >> stopped on the middle of the bridge on the 270 as you come from 495. >> reporter: this time, what ntsb recommends after thursday's crash may not be known for some sometime and typically, can take up to a year for the ntsb to issue the reports. a spokesperson told us today that they're working with federal authorities on this investigation and the first big piece is the autopsy report on the driver. investigators are trying to figure out if he suffered a medical emergency like the heart attack before the accident occurred. >> a car went crashing through

his hone phone on the flatform. their friends were there to help. >> and one of the kids jumped up on me. i got kicked in the mouth. >> reporter: iphone and other smartphone robberies are on the rise. replacing one of these can cost customers up to $500. we found listing after listing for used smart phones online and police say in some cases, smartphone users are conned into handing over the phone. >> do you mind if i make a phone call and take off running. >> reporter: in patrick's case, he was able to wrestle the phone out of the pocket and with the help of an employee, hold him there for police. and in most cases, the police say the expensive phones are along gone in seconds. >> and they're probably working in packs, you know, like the intimidation factor that they use to do what they can to get what they want. >> reporter: what can you do to help police if this happens to

city and all the way up. lesser amounts, you get to winchester and front royal, it's an inch to an inch and a half and in the metro area, two to three inches and the big rain totals on the west side of the chesapeake bay, why when we go to true view, we're concerned at what we're seeing for later and have another wave or area of low pressure that is going to track up on the warm front and it will pull the warm front closer to the bay as it marches northward and it will funnel the heavy rain. another one to three inches possible. more details with the full forecast in moments. >> all right, sue. our team coverage of the wet weather continues now with fox 5s paul wagner who has been on storm patrol through the day. paul. >> reporter: this is behind me, where it's overflowed the banks here and we're off the east- west driveway and this is over here. when we arrived a couple of

hours ago, this was raging across the road and people who were walking had come through here. it's been a word weather day and lots of rain would fall for five, 10 minutes and then it would slow and the winds would pick up and earlier, we thought it was odd and that took place on rhode island avenue. just before noon today, as the rain was coming down in buckets, a half dozen motorists found themselves stranded under the metro yale overpass. >> in -- metro rail overpass. >> and exponentially, all the water let it up. >> reporter: bernice clark and williams, grandmother and grandson, had quite a scare. both were yelling for help as the water gebegan to pour into their car. >> you couldn't see how to get to the bridge. >> how are you? >> it was that -- raining that

hard. and we didn't know the water kept coming and by the time -- on the hill, the water was coming so fast and it was taking me under. >> i guess it was a big burst underneath the tunnel where the water started coming in the car and it took awhile for me to get her out of the car because she was scared. i understand she would be scared. the water was coming to the top. >> reporter: williams said one good samaritan dared to go into the water to answer the calls for help and neighbors say the underpass floods in heavy rain. >> and the waters. flooded out here several times like this. >> reporter: by early afternoon, the rain eased some and that is mostly drizzle. the wind picked up knocking down trees and this came out of glenn brooke. rock creek overflowed the banks in low-lying areas, closing off
